Job Purpose and Summary

This position is responsible for managing the Unified Technology Solutions program to maximize and support the cost-effective use of cloud/data center technologies, personnel, equipment, and organizational information/data for the Pennsylvania Turnpike Commission (PTC). Work is performed with considerable independence and reviewed for program effectiveness and conformance with established goals, objectives and policies. Supervision is exercised over internal and external IT professionals through subordinate supervisors.

Essential Functions & Responsibilities

Manages, plans, and organizes the Unified Technology Solutions unit operations and staff functions including supervision, performance management, delegation of work assignments and review of work product.

Manages, develops, executes, and/or provides support for IT projects. Reviews, approves, and participates in the request for proposal (RFP) processes. Monitors Oversees work performed and ensures changes are accurately reflected and communicated through the Change Review Board (CRB). 

Manages the implementation of new/enhanced cloud and data center technologies, operating systems software, application systems and other technology solutions, 

Monitors and evaluates systems to ensure the availability of sufficient storage for the PTC’s data requirements. Monitors technology to ensure adherence with standards and determines if changes will fit into the existing enterprise technical architecture. 

Ensures organizational asset and configuration items are properly documented, tracked, and maintained.

Reviews, approves, and ensures key service-level metrics and performance indicators are being met. Resolves issues with underperforming services. Provides consultation and guidance for escalated/complex issues and ensures timely resolutions. 

Develops and implements goals, strategies, procedures, standards, and policies. Manages the development, maintenance, and delivery of knowledge-based resources and training modules. 

Reviews and ensures compliance with service level agreements (SLAs) and key performance indicators (KPIs) as defined in the relevant contracts.

Identifies preventative maintenance schedules and causes of equipment failures. Coordinates with outside consulting resources and third-party vendor representatives to arrange for appropriate preventive and corrective maintenance services.

Builds and maintains strong relationships with user departments and managers to ensure an integrated standardized technology environment is maintained and identify improvement opportunities. 

Reviews and approves short/long-range strategic plans and the operational/capital budgets for the Unified Technology Solution environment. 

Maintains superior technical knowledge of the PTC’s cloud and data center environments. Identifies and manages the implementation of related future technology. 

Uses situational awareness to anticipate and prevent accidents.

Performs related duties as assigned.

Qualifications

Twelve (12) years of experience providing IT support services and/or working with network technologies. OR

Eight (8) years of experience providing IT support services and/or working with network technologies AND a bachelor’s degree in information technology or related field.

Equivalent combination of education and/or experience may be accepted. 

Three (3) of the years of experience must be in a supervisory capacity.

Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position may require occasional travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Occasionally exposed to equipment rooms which can be noisy, crowded, dirty and significantly cooler when compared to the office environment. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
